How do you know if 15 or 16 is an appropriate age if you haven't played it? Sure the violence might not be that bad but the story could have some mature subjects. I never played it either, but Mass Effect is a Bioware game and they might be making games about choices, but sometimes you could run into something unexpected in their games and not everything is always avoidable.

It differs for some people. E.g: you might not be affected, but i might, and vice versa. But i think 15 to 16 would be the appropriate age. I havent played it,(Can't due to that stupid sex scene... :/ )But from combat videos i've seen, it's really just Sci-Fi violence.

This may seem like a weird question, but is it possible to pursue one of the romance options but to avoid the sex scene?

I am 15 years old and I think it's appropriate because it's pretty much like a pg-13 movie but as long as you make the right decisions then I think it's fine for people 14 and up. But if you make bad decisions I would say probably 17 and up and as long as you can handle the violence too

Would it be pushing it to say this is suitable for an older teenager, say, 15 or 16 years old?

This is one of my favorite games of all time, I love the story, the universe and the characters, it deserves a better score. I do agree that is deserves an R rating, mostly for the violence. The violence encountered during gameplay isn't particularly bad, it's the pre-rendered cutscenes that contain the worst examples, such as *SPOILER ALERT!* near the end of the game when it is possible to convince a character to kill himself, which he does in a burst of blood. Later, your character tells one of your associates to "make sure he's dead", which is done with another bullet to the head

As for the sex scene, as has been stated, it's avoidable, and requires an actual effort to get. The dancers in the bar wear a skin-tight suit, with cut-outs on the midrif, upper chest and lower back. They are also on top of a raised bar, and lit in such a way that it's very difficult to see anything suggestive without prolonged staring. It's completely possible to play this section and ignore the dancers.
