The fortuneteller thought she saw Bowser and thought King Boo revived him. The way I saw it was that Bowser was just a robot or something. If King Boo did manage to have Bowser on his side then it would have been much more effective to have them both pester Luigi instead of wait until Bowser was incapacitated.
